The news comes as the conclusion of the World Grand Prix Darts is broadcast live on Sky Sports this weekend. Fans can watch all the action unfold on the channel.
Further details about the tournament, including dates and venue, have not yet been announced. The World Youth Championships will see Littler, the current world No 1, take on the best young talent in the sport.
Van Veen's absence marks the end of his eligibility for the youth event, as he is unable to defend the title he won previously. The reasons for his non-attendance have not been disclosed.
